Minnesota Driving Permits

Minnesota participates in the Graduated Licensing Program. As a result, there are three tiers of Licesing options:

Requirements for Instruction Permit

  • Must be at least 15 years of age
  • Must have completed 30 hours of classroom instruction and enrolled in BTW training
  • Pass Vision Test
  • Pass Written exam
  • Parent signature
  • Proof of citizenship and birth certificate.
  • Proof of residence

Restrictions:

  • Must drive with adult 21 years or older
  • No cell phone use

Requirements for Provisional License

  • Must be at least 16 years of age
  • Completed driver education
  • Must haved had permit for at least 6 months
  • Pass road test
  • Pass vision test
  • Completed 30 hours of supervised driving by an adult
  • Parent signature

Restrictions:

  • No cell phone use
  • Cannot drive minors for 6 months
